A lot would depend on behavior in a shock situation. The friction on the clamp is total shit, but in a dynamic situation with a shock, would tend to resist pretty mightily and disperse impact through shift under protest. A magnificently shitty weld would just *pop*, and done.
I've seen pictures of a race cage that was done with nodular iron pipe (thin wall!) and welded with a mig welder half-assedly (no cut to fit on ends) on the not-even-remotely-enough voltage setting. The strength on iron pipe is favorably high compared to moly tube (it's surprising), but getting a strong and non-brittle weld is an anus, and I can guarantee no normalizing of any kind was done after *those* welds.

This is thin wall fence posting, judging from it's galvanized state anyway. I think, overall, we can say this is a failure in terms of safety.
